CDC Awards C2Logix a Certificate of Appreciation for Routing H1N1 Flu Response
Certificate of AppreciationDuring the Centers for Disease Control and Prevention's (CDC) 2009 response effort to the outbreak of H1N1 virus, or swine flu, C2Logix took steps to enhance the technology provided to emergency managers through the Strategic National Stockpile (SNS), allowing them to identify the number of trucks they required, how long it would take to complete the deliveries, and the actual travel path and route that each driver would take. Prior to the CDC's release of 25% of the stockpile's medical supplies and flu anti-viral medicines to thwart the spread of the virus, the CDC engaged C2Logix to double its capacity of vehicle route optimization servers. C2Logix immediately stepped in and also provided additional assistance to help emergency managers prepare and implement the distribution plans.

"The CDC and local governments did it. They successfully activated the entire system and got the medicines out to where they would be needed," said Kevin Callen, Chief Technology Officer of C2Logix. "We never hope to see the Stockpile get activated, but everyone in the C2Logix team volunteered to be on-call 24/7 for assistance. It felt great to help in the response. It was very gratifying to see states turn to the software to help route the distribution of medicines in a pinch."

In late 2009, C2Logix received a Certificate of Appreciation from Thomas R. Frieden, M.D., M.P.H., Director of the CDC, recognizing the firm's outstanding support during the CDC's H1N1 influenza A response, the most complex deployment of SNS assets in its 10-year history.

"Your shared sense of urgency was impressive, and your ability to quickly double your service capacity during this real-world event was outstanding," states the certificate. "The distribution of medical supplies during this response proved to be highly valuable to both CDC and our partners at the state and local level."

"Being recognized by the CDC is very flattering and, most importantly, we are proud of our contribution to the successful and timely distribution of medicines out to where they were needed," noted Callen.

The CDC, headquartered in Atlanta, GA, is an agency of the United States Department of Health and Human Services, which Congress charged with establishing the SNS in 1999. The SNS is a national repository of life-saving pharmaceuticals and medical materials. It was built to respond to large-scale public health emergencies or acts of terrorism. C2Logix and FleetRoute™ Re-Route Baltimore Fleet, Generating $6 Million/Year in Savings

New Waste/Recyclable Routes Successfully Used by City since July 2009
FleetRouteC2Logix has completed the re-routing of the residential trash collection system for the City of Baltimore, MD using FleetRoute™ route optimization software, which has been successfully used by the City since July 2009. The route optimization project, which will result in significant labor, fuel, equipment, and maintenance savings, was provided through a contract with the Northeast Maryland Waste Disposal Authority (NMWDA). For this project, C2Logix was a sub-contractor to solid waste management consulting firm Gershman, Brickner & Bratton, Inc. (GBB) and provided the City with a unique combination of solid waste and IT expertise.

Baltimore Collection

The City has an estimated population of 630,000 with 190,000 households serviced by trucks and crews from the Department of Public Works (DPW). Before the re-routing project, the DPW collected refuse twice a week from each residence, with approximately 63 trucks operating six days a week for a total of 214 routes. The DPW also collected recycling twice a month.

"C2Logix offers routing solutions and expertise adapted to the specific problems and challenges encountered in various industries, ranging from waste collection, field service, and delivery, to dispatch operations," said Kevin Callen, Chief Technology Officer of C2Logix. "In this case, our FleetRoute™ Service Bureau developed five alternative conceptual route scenarios. Each of these optimized the routes, workdays, and equipment allocation, and analyzed cost savings. This in-depth analysis provided the City with the necessary tools to make an informed decision regarding changes in its collection operation and will allow for significant collection cost reductions for the City while improving services to residents with a more efficient operation."

Baltimore mapThe project included refining the geocoding of City customers on the GIS maps and geocoding and identification of customers requiring collection in alleys. In addition, the street centerline data was expanded to add alleys and travel attributes (such as speeds, one-ways, overpasses / underpasses, etc.) that were not included in the City GIS baseline. City historical service data was used for set-out weights, and field observations were conducted to update the stop time information. The alternative conceptual route scenarios were provided to NMWDA and the City and included both weekly and twice-weekly refuse collection. The weekly collection also included recycling collection, referred to as One PLUS One by the City. Scenarios included both five-day work weeks and four-day work weeks. The analysis indicated that the change in the collection system could save the City about $6 million a year. The City Council approved the change, selected the One PLUS One scenario, and the City began the new collection program on July 13, 2009.

The new program provides one trash collection and one recycling collection each week for the single family residences in Baltimore. Collections are made Tuesday through Friday. The Project Team developed the routes, providing route boundary overview maps, customer sequence lists, travel path maps and travel direction reports to the City and NMWDA, which were used in the rollout of the new collection program.

SNS TourSolver™ Success Story:

Providing Critical Route Optimization Technology to CDC for Nationwide Emergency Response Planning
TourSolverSince 2007, as part of the SNS Program, the CDC has been offering the SNS TourSolver™ online route optimization application, which was developed, maintained, and supported by C2Logix, to federal, state and local community planners in order to assist with planning for rapid and efficient transport and distribution of critical medicine and supplies in the event of an emergency, such as a terrorist attack. SNS TourSolver™, which is used by over 530 customers, is a central route simulation and optimization decision-making tool featuring a web-based version of the powerful, yet easy-to-use TourSolver™ route optimization software.

In the CDC's 2008 Contractor Performance Report reviewing C2Logix work in the first year of the contract, C2Logix received the highest rating for each performance category, which included quality of product or service; value; timeliness of performance; and business relations. The report also stated that "the state and local stakeholders for CDC have found this service to be highly useful"; "the vendor has always been highly responsive to any requests and has taken the initiative on issues that were not considered by the CDC"; and "...also provided assistance above and beyond the scope of the contract in support of the response efforts to the hurricane activity in Louisiana."

As part of the contract extension for 2009/2010, C2Logix provided enhanced support, training and program advancement services to include users' workgroups and webinars. C2Logix also developed an advanced web-based version of TourSolver™ specifically customized for the needs of the SNS and emergency response routing. The ultimate objective was to enhance and simplify security and access to the application, reduce users' learning curve, and streamline the routing process to be specific to SNS routing.

DeliveryC2Logix's implementation of TourSolver™ meets the unique needs of emergency response, i.e., the need to distribute the materials as quickly as possible versus as cheaply as possible as done by traditional route optimization applications. The customized tool enables planners to quickly generate optimized routes to distribute supplies from central storage facilities to multiple local points of distribution in communities. In addition to allowing the generation of optimized routes from basic information about the fleet and delivery points, TourSolver™ provides the ability to simulate multiple scenarios and allow planners to quickly see the impact on the overall distribution operation.
