C2Logix Selected by Centers for Disease Control and Prevention to Provide Route Optimization - April 2008

(Fairfax, VA – April 3, 2008) C2Logix announced today that the firm was selected by the Centers for Disease Control and Prevention (CDC) to provide route optimization technology for nationwide emergency response planning.

As part of the Strategic National Stockpile (SNS) Program, the CDC offers the CDC Stockpile Routing Web Portal, developed by C2Logix, to federal, state and local community planners in order to assist with the planning for rapid and efficient transport and distribution of critical medicine and supplies in the event of an emergency, such as a terrorist attack. The Portal is a central route simulation and optimization decision-making tool for the CDC and local governments in order to maximize response efficiency.

The Portal provides local planners with a web-based version of the powerful, yet easy-to-use TourSolver route optimization software along with related training materials and information. The customized tool enables planners to quickly generate optimized routes to distribute supplies from central storage facilities to multiple local points of distribution in communities. In addition to allowing the generation of optimized routes based on basic information about the fleet and delivery points, TourSolver provides the ability to simulate multiple scenarios and allow planners to quickly see the impact on the overall distribution operation. Scenarios can include, but are not limited to, changes in factors such as number and size of trucks used, allowing for unique quantities over multiple deliveries, the setting of various delivery time windows, load and unload times, traffic congestion, roads/areas to be avoided, and throughput rates of medicine/supplies being distributed to the population. During an event, SNS managers may use the technology to make “real-time” updates to their distribution plans to respond to changes on the ground.

Given the importance of the project, the CDC Stockpile Routing Web Portal was implemented in a “Fast Track” timeline of under six weeks. It involved two pilot projects in major US cities, in addition to training CDC staff to become trainers of state and local SNS managers throughout the country. The fast implementation schedule demonstrates the ease of use and training on the selected TourSolver software and demonstrates C2Logix’s capacity and vast experience in routing technology implementations. As an off-the-shelf software package available to organizations with any size fleet, TourSolver is a sophisticated routing solution that takes into account fleet, customer and traffic issues to easily generate optimized routes in order to save time, money and maximize productivity. Kevin Callen from C2Logix comments, “It is our privilege and honor to provide our expertise and technology to such an important program as the SNS. The irony is that we all hope that the routes and plans are never used, but if an attack or other calamity does occur, we rest assured that this project and technology can help in saving lives.”

The Centers for Disease Control and Prevention, headquartered in Atlanta, GA., is an agency of the United States Department of Health and Human Services, which Congress charged with establishing the SNS in 1999. The SNS is a national repository of life-saving pharmaceuticals and medical materials. It was built to respond to large-scale public health emergencies or acts of terrorism. It is uniquely positioned to: (1) provide rapid delivery of a broad spectrum of support, including pharmaceuticals and other medical supplies, in the early hours of an ill-defined threat; (2) provide large shipments of specific material when a threat is known; and (3) provide technical assistance to help the affected area(s) receive, distribute and reorder SNS material during an event.
